You're billed per request. In this workload, 47% of getTransaction calls returned the same null as the call before them. You paid for every one. That's not a caching problem - a cache can't serve a transaction that hasn't landed yet. It's a retry loop. Most tools show you one "repeat rate" and let you guess which one you've got.
