Its stated mission is to help build Solana into the most censorship-resistant network in the world. In this framing, censorship resistance means anyone can read data from the ledger and submit transactions to it on equal terms, and that it becomes progressively harder for any party to prevent users from doing so, whether through infrastructure failure or deliberate interference. One metric the Foundation points to is the "superminority": the smallest number of validators that would have to be compromised at once to censor transactions or stop new blocks from being produced. A larger superminority indicates a more resilient network.
